The comprehensive real estate tax (jongbuse) is an annual national tax on people whose combined publicly assessed housing prices exceed a certain threshold. This calculator reflects the deduction and rate differences based on the number of houses owned.
Deduction amount and tax base
A single-household, single-house owner (sole ownership) deducts 1.1 billion won; everyone else (multiple homeowners, jointly owned couples, etc.) deducts 600 million won. (Total assessed price − deduction) × the 60% fair market value ratio gives the tax base.
Rates by number of houses
Owners of 2 or fewer houses face a 7-step progressive rate of 0.5–2.7%; owners of 3 or more face a higher rate (up to 5.0%) starting from the bracket above 1.2 billion won in tax base. A rural special tax equal to 20% of the calculated tax is added on top.

How is this different from property tax?
Property tax is a local tax levied on all real estate owners, while comprehensive real estate tax is a national tax levied only on those whose combined assessed price exceeds the threshold. The overlapping property tax portion is credited against it (not reflected in this calculator).
Why is the deduction larger for a single-house owner?
To protect owners of one home for actual residence, the deduction is raised to 1.1 billion won, and those 60 or older with 5+ years of ownership can also receive up to an 80% tax credit (not reflected in this calculator).
How is a jointly owned couple's single house calculated?
A couple who jointly own one house can each take the 600 million won deduction (1.2 billion combined), or apply for the single-house special case (1.1 billion sole deduction plus age/long-term-ownership credits) — whichever is more favorable.
When is comprehensive real estate tax assessed?
It's assessed based on ownership as of June 1 each year, and paid between December 1 and December 15.
What is the tax burden cap?
A system that limits the year-over-year increase in tax (150% for 2 or fewer houses, 300% for 3 or more), which is not reflected in this calculator.
